The Group-level Virtual Classroom and Group-level Chat are private, group-specific collaboration sessions. Only members of a particular group may use the Virtual Classroom for that group.
All Group members are granted an instructor role when they access Group Collaboration Sessions. Therefore, all Group members can manage sessions and access all of the available tools.
However, in order for students to use the group-level collaboration tools, the instructor must 1) create a group, and 2) enable the Group Virtual Classroom for that group during the group creation process (Section 2: Group Options):

Despite the fact that access to Blackboard's group features is restricted to only members of that group, the instructor has the overriding capability of joining a group-level collaboration session.
Instructor Access to the Group-level Collaboration
Under Communication, click Group Pages:

Enter the Group page of the group hosting the collaboration session:

Then, click Collaboration:

Unlike the class-level collaboration sessions (where the instructor is the moderator), in group-level collaboration, all members of the group share the responsibility of moderating, managing and recording collaboration sessions.
Please note the capabilities available to users like creating a new collaboration session (by clicking the
Collaboration Session button) and managing/removing existing sessions:
