A Forum is simply a single discussion board oriented around a specific topic or function. Users may enter each forum and either create a new Thread, or reply to a message within an existing Thread.
From the course menu, click the Discussion Board link:

From there, click the Add Forum button:

Add Forum
Specify the name and description of the discussion board.
Under Forum Settings, choose which features you wish to enable for this discussion forum. By default file attachments, and creating new threads will be allowed.
Please note the following optional functionalities:
- Allow members to subscribe to threads
Subscribe to Threads notifies users each time a new post is added to the thread. The notification is enabled by the user and sent to the email address stored in the users Personal Information.
Please note that if you select this, you cannot select Allow members to subscribe to forum (see next item). - Allow members to subscribe to forum
Subscribe to Forum allows users to subscribe to the entire forum. Any new threads and their respective replies will be sent to your students through the e-mail address they have provided in Blackboard.
Please note that if you select this, you cannot select Allow members to subscribe to threads. - Force moderation of posts
Moderating posts requires that all posts are reviewed by a responsible party before the content is shared with the class.

Click Submit to finish.
Notice that the discussion forum is now listed on the main discussion board page.
